The development team of Key International and 13th Floor Investments announced plans for The Harbour, a 330-unit condominium project in North Miami Beach. The Miami-based developer said they would seek approval for the two 26-story towers and a marina at 16385 Biscayne Blvd. The 4.5-acre site is currently owned by Southern Homes affiliate Blue Palms Development, which acquired it for $3.7 million in 2004.
